If a person wants to travel to a foreign they may need to contact that country's consulate and government representatives. Consulates and foreign government representatives may have a staff that specializes in dealing with foreign citizens who wish to travel to their country. Foreign government representatives may require that a traveler come to one of their consulates located in that traveler's country. Foreign governments may have multiple consulates in a country but if there are no consulates in the prospective traveler's country, the foreign government representatives may allow the traveler to handle the requirements, such as obtaining a visa, over the phone or by mail.
